To Starve: not considered an act in Brevard County

This is here because:
In order for there to be a felony animal cruelty charge the FL law reads there must be an "act". In the past, the Brevard Court has ruled that starving an animal is not an "act" since an "act" is a comission and starving in an "ommission". Ridiculous, yes. Below, are definitions of starve from various sources. These definitions read as a comission, as far as I am concerned!
